How do I write a rate equation for 2NO2+O3 ---> N2O5+O2 at 231K?

Isn't it experimentally determined?

Rate = k ∙ [NO₂(g)] · [O₃(g)]

How do you arrive at this?

It's mostly determined by experiments because some reactions go through many steps.
