dissociation and ionization are two different processes. Of course that means that the degree of dissociation is different than the degree of ionization.

With regard to the subject of your post, strong acids (HCl, H2SO4, HNO3, HClO4, etc) essentially dissociate completely in water:
HCl + H2O --> H3O+ + Cl-
Weak acids only dissociate sparingly in aqueous medium.
