I say yes and no.

Imagine a 10,000gal 2/3  full of liquid and 1/3 of gas. The gas generated is from chemical addition and subsequent reaction ie the pressure increases. If a pressure relief valve is installed on the top of the tank and set to relieve at 20psi, is the system closed?

I say it is closed up to 20psi, beyond that, it's not.

Your thoughts?

its closed up to 20psi, beyond that it might be a BLEVE.
