What is the most polar solvent?

Today someone told me that water is the most polar solvent known to man, even more polar than dimethylformamide and dimethylsulfoxide. I was under the impression that DMF and DMSO were even more polar than water because they contain stronger dipole moments.

And there are ionic fluids that are even more polar.

What is the measure used to gauge polarity of a solvent? I hear people refer to dipole moments often when talking about polarity. Water has a dipole moment of 1.85D. DMSO and DMF have dipole moments of 3.96 and 3.86 respectively. How can water be more polar than these compounds?
