SHELL AND TUBE EXCHANGER

HELLO FRIENDS,
 I AM WORKING AS PRODUCTION ENGINEER IN TAMILNADU PETRO PRODUCTS LIMITED

I HAVE ONE DOUBT IN QUENCH COLUMN OVERHEAD CONDENSER IN MY PLANT.

THE TUBE SIDE  VENT AND DRAIN OF SHELL AND TUBE EXCHANGER IS SUCKING THE AIR INSTEAD OF DRAINING THE WATER ...

HOW IS IT POSSIBLE? PLZ GIVE ME ANY IDEA ?

 DATA OF EXCHANGER : PARTIAL CONDENSER
                                SHELL SIDE: PROPYLENE,HCL,ALC, DCP MIXTURES..
                                 TUBE SIDE:WATER
                                 FLOW CONTROL VALVE PLACED IN DISCHARGE SIDE OF COOLING WATER
