TiO2 Why is it transparent?

Dear all,
I'm working with Ti nanoparticles in trasparent resin, to increase the refractive index.
Why does TiO2 nanoparticles are transparent and do not help raising the refractive index?
What's the big difference between that and metallic Ti?

TiO2 is not transparent, it has very strong absorbtion at UV-range. Maybe the nanoparticles are too small and dispersed to make an noticeable effect e.g. smaller than measuring wavelength of used refractometer and not concentrated enough to cause measurable photon diffusion.
