I have not done experiments with super cooling but maybe someone will also post
But here is my 2 cents
The water in the pan is water with soap in it much like the kids blowing bubbles toy.
Super cooling is not just cooling the water but cooling it at a specific rate
The container and environment is such that there are no particles to cause solidification in the pan
I expect the process of dipping the glass tube on the surface was done with care and no jostling to prevent the film of soapy water from bursting.
I am thinking they then held it over the camera and flung fine ice crystals down the tube to get the pictures
They did do a lot of cut away scenes

The film itself appears to be something the person did buy copying something that is not part of you tube
