When 2-2dimethylpropanol react with Hcl acid it gives 2methychlorobutane not 2-2dimethyl propane ?why

Did you mean 2-chloro-2-methylbutane?
A methyl shift creates a tertiary carbocation which is the most stable reaction route. Reactions involving tertiary substituted carbons are always preferable to primary carbons.
