Explain why platinum metal dissolves in a mixture of HCl and NO3-, but not when it is in separate solutions of HCl and NO3-.
Pt2+ + 2e- ---> Pt V = 1.188V
PtCl4 2- + 2e- ---> Pt + 4Cl- V = .755V
NO3- + 4H+ + 3e- ---> NO + 2H2O V = .96V

well i realized that it is possible the cell voltage decreased because the PtCl4 2- complex ion was made..but then im stuck. i have no idea how to do this problem

You are on the right track. You have something that oxidizes Pt and something that removes the oxidized form from the reaction mixture by complexing it.
