PVC- HEAT and water

I have some PVC insulated wired in a conduit system that also has some water(not by design) in there.  When the PVC is heated it is offgassing ( chlorine I think) and said gas is mixing with the water vapor under heat and producing some sort of acidic vapor. 
what is this vapor?  I believe this is HCL. Can HCL be formed this way?
is there a way to quantify the PH value?

ANY help or incite would be much appreciated.

Yes PVC develop HCl and others at combustion or strong heat. PH can be measured with an probe.
