why isnt it  trans-1-propyl-2-methylcyclopentane ?   

As the textbook states that when two or more different alkyl groups that could potentially receive the same numbers are present,number them by  alphabetical priority..

alphabetical priority - that means the first in the alphabet gets the lower number. M comes before P.
