Ligands specific for divalent ions

Does anyone know of a ligand that is specific to divalent ions?  I have aqueous solutions containing both divalent and trivalent cobalt and need to selectively chelate *either* the divalent cobalt or the trivalent cobalt (so a ligand that specifically chelates trivalent ions would work, too).  I need to be able to selectively remove either Co(II) or Co(III) from solution without altering its oxidation state.  Any suggestions are welcome!  Cheers,  :)

Can you use a cation exchange resin?
