Propylene Glycol

I just read that heating propylene glycol can create formaldehyde.  Is that true?  Is it always true?  What heat is required?  These questions are important because propylene glycol is a primary ingredient in "electronic cigarettes," which are heralded as a possible, relatively healthier replacement for traditional tobacco cigarettes.  Also, sometimes electronic cigarettes are made with glycerol instead of propylene glycol.  How would that effect the equation?
