Polarography, what exactly is a stationary electrode

Hi there, I'm doing a project on polarography, and I must say I suck in phys chem, I have a really hard time understanding the concepts even if I have a lot of references.

One thing I don't understand is the stationary electrode, what exactly is it?  Is the dynamic electrode always de DME and a stationary electrode a regular electrode?  Would the oxygen electrode be a stationary electrode?

If anyone also had good references, please share!  I  have tons of scientific articles but I don't really understand the concepts too well :(
