Change CarbonMonoxide to CarbonDioxide

I've been doing some research on CarbonMonoxide and in my research I came accross an article on a guy who has been able to take a car exhaust (CO), filter in some process that he didn't explain, except to say that Oxygen (O2) was added, in order to transform the car exhaust to CarbonDioxide (CO2).  I would guess this is possible, as most things are when considering such a simple reaction (2CO + O2 = 2CO2).  My question is, how would you go about getting the reaction between the Car Exhaust and Oxygen in order to form CarbonDioxide?

Are you just talking about a catalytic converter?
