Quasi-equilibrium approach

Hey guys, I am trying to attempt to derive the kinetic parameters for the electron transfer in the dissolution of Hydrogen. This is the problem



I am having trouble figuring out how to tackle it in general. Any tips would be appreciated greatly. Thanks

Can you at least define all the symbols and show what exactly the problem is asking? I for one am unclear on θH and I and uncertain about V.
