Organic Nomenclature Rules

Hey!
I'm taking highschool chemistry, and one of our Independent Study Units is on BioChem. My booklet uses wording which is a bit iffy.  I was wondering if someone could help me.  ;D

Okay so there is an organic molecule given to us and it can be named:
1) 3-isopropyloctane or 2) 2-ethyl-2-methyloctane
Now the booklet says that 2) would be the "more" correct name because "Where more than one name is correct, we use the one that includes the lowest possible numerals". Now, does that mean we use #2 because it has "2" in its name whereas #1 only has a 3? Likewise if #1 had a "1" and a "3" would we use #1 because it contains the "lowest numeral"?
