OPA amino acid derivatization of arginine

In OPA amino acid derivatization of arginine, does both the groups of primary amine react with OPA ?

Reacts rapidly (1 min at 20°C) with only primary amino group at alkaline pH (9–11) in the presence of a thiol, without forming interfering side products.
