Well, you could add e.g. Barium acetate to Manganese(II)sulfate. I this case you precipitate the anion of Mn+ with an acetate (of course the salt that is formed must be insoluble, in this case it is Barium sulfate).

I guess you couldn't just add Manganese powder to a solution of acetic acid at a high pH?

You could, if it's titrated correctly, reduce maganese dioxide or permanganate using peroxide and acetic acid.
