I have reacted morpholine with chloroacetyl chloride and obtained the product in its HCl form

The IR of the product showed a band at 1570 only, can this band be assigned to C=O band and if so, why does it appear at this low frequency? can the resonance effect decrease the frequency to this low range

The only peak you see by IR is at 1570?
When in doubt, avoid the Stille coupling.
