If we need to make a crosslinking for PVA (polyvinyl alcohol)  using physical means, can we do this using uv without adding any agent or do we need to add something like a sensitizer ?!!

Probably not what you are looking for, but PVA can be reversibly crosslinked by physical means by simply freezing it and then thawing it several times.

I want to make a polyvinyl alcohol film that doesn't dissolve in water.I know that it dissolves in water but is there any way that i can use to make it not to dissolve in water.

i'm just an undergraduate, but here's what i say..
there are various solutions around a problem depending on what your goal is. poly vinyl alcohol by itself is naturally soluble in water, so it's going to have to be modified somehow, either the chemical itself or the surface of the chemical perhaps coated with something, but i get the feeling then that it wouldn't be of use to you anymore, so telling us what you're planning to do with it would help
