Could someone please explain to me in simple terms as to why sulfur has has valence of 4 in the radical SO3 and a valence of 6 in the radical SO4?

Do you talk about radicals or Ions.
SO
3
2-
has 3 * (-2)(O) + x(S) = -2(Charge) For x (sulfur) you will get +4. The same for SO
4
2-
you will get +6 for sulfur.
If you talk about radical specify the molecule.
