Is NaOH a suitable reagent to use to get this product?  For Sn2 reaction. Since OH is a good Nucleophile, so it should be able to work right?

Is a NaOH a good nucleophile??  Can it act as something else??
If you're not part of the solution, then you're part of the precipitate
