Which reagent to use?

Does it work well to use H2O in Sn1 rxn?  Are there any other reagents that can be used?

Could you use an SN2 mechanism? If not, why not.

what reagent do i use then?  Its tertiary...and i only know of sn1 rxn.

I would also give some thought to how one might tip the balance toward substitutions and away from eliminations.
