 ???How can we compare  NGP and Steric factors to determine rate of SN2 reaction ..

In the R and S option there will be effect of NGP due to double bond whereas in option P the alkyl halide is 1 degree. Now i have been taught that NGP increases reactivity 10^8 times generally so according to me it should be S>R>P>Q. Please help me identify my mistake.
