Halogens Ortho Para Meta

Are Halogens Ortho/Para or Meta directors?

So far I know they have lone pairs to push into the ring (activators for ortho / para)

But they also have an inductive effect (de-activators for meta)

So which is it?  :o

They are kind of an odd group as they are slight deactivators, but at the same time are ortho/para directors.

So just because they deactivate doesn't make the meta directors ..
