What to add to a flammable liquid to make it non flammable?

what kind of liquid or foam or etc can be added to a flammable liquid such as oil, petrol so that it neutralizes the flammability of that liquid (oil, petrol)?

So far I know there where some additives who make the liquid more like a gel.  But ther ight name of it I also dont know.
