How can we synthesize 1,3-dinitronaphthalene from naphthalene?

My approach towards it's answer
1.) Since upon nitration, 1-nitronaphthalene yields 1,8-dinitronaphthalene and 1,5-dinitronaphthalene , so we can't do nitration first
2.) If we first prepare 1-naphthylamine & then do nitration followed by oxidation we get 1,4-dinitronaphthalene

from both the above ways we cant get 1,3-dinitronaphthalene
