Bright Orange Powder turning up in residential delineation

Trying to identify this bright orange powder turning up in a residential delineation.

Iron 70,000 mg/kg Aluminum 5,200 mg/kg Calcium 3,900 mg/kg Magnesium 1550 mg/kg Vanadium 125 mg/kg Arsenic 50 mg/kg

Just some rust? or maybe a thermite welding powder? No other Vanadium anywhere else on site. Certainly an odd coloration

An NELAP lab did the analysis. I'm the lawyer for these Veterans.

I'm tyring to figure out what the substance is because it could help me figure out where the rest of the 2,000 tons of contaminated fill and construction debris came from.

I think it might be an Orgo-Thermit Welding powder.
