Hi,

I am trying to create an O/W emulsion which is 1% oil phase, 99% water phase, and which is transparent.  The oil phase has an HLB of 7, for what it's worth.  I've successfully done this with tween 80, but I had to use it in ridiculous ratios.  13 parts tween to 1 part oil.  How could I create a microemulsion with less, or different emulsifiers? 

It's for a lotion, so it's got to be safe.  And one of the big problems with that much tween 80 in my lotion is that it foams up upon application.  So, how can I create a transparent, non-foaming O/W emulsion? 

I appreciate the heck out of any suggestions and pointers.  Thank you!
