It means what it says. You are asked to identify all the phases - i.e. for each of M, X₂ and MX, is it solid, liquid, gas, solution etc.? It is a bad question because the elemental halogens are not all in the same phase at room temp!

Thank you so much. I have always been taught that those are called "states" and I have never heard of them referred to as "phases" before.
