oxidation with pcc

Hi all,
I was wondering whether pcc oxidises C -C double bonds or not. I've read that
pdc does not, but that pcc does, and this makes no sense to me because both have chromium in their maximum oxidation state. And while we're on the subject, does oppenaur oxidation affect C -C double bonds. Thanks in advance!!!
(Pcc is pyridinium chlorochromate and pdc Is pyridinium dichromate.
