Ferrofluid Like Substance For Project, need input

Hello,

Perhaps anyone here can provide some help on a chemical with specific criteria.

I am looking for a substance that is ferrofluid like in terms of being neutral in simple state, but become magnetized once a magnetic is introduced.

I have looked into Ferrofluids but it has two problems:

1. It is not buoyant. The substance I am looking for needs to float atop a water surface.
2. It is too liquid and easily mixes with the water. The substance needs to be more grainy and less soluble with water.

Please let me know if anyone knows of a substance with those qualities.

Ferrofluids are very dense because they contain a lot of iron.

All I can think of is somekind of closed cell polymer foam pellets with tiny ferromagnetic particles embedded and aligned with external magnetic field during the synthesis.
Chemists do it periodically on table.

None that I'm familiar with. You could use google-fu to make sure.
Chemists do it periodically on table.
