I would be best for us if you wrote or copied the entire text block. I'd suspect once you did that, you might even have an "Oh, I see ..." moment.
You've mentioned starch in this and other threads, and you've said you can make a film from 3% starch and 5% citric acid. You've also said the catalyst is 50% of the weight of citric acid. If I assume the balance is water, you have a fine proportional recipe.
You're asking the common noob lab question -- but how much do I weigh, I'm only given percents. That's true. But how many grams you need will depend on how much film you intend to make. And we can't know that.
At a guess, I'd make 100 mls, so the percents are easy to figure. If that's 5 times too much, you can do better next time. If that's one third too small, you can make twice as much again and pool. On a level, not planning first is wasteful. But this is starch, citric acid and sodium hypophosphite, not Grub's catalyst.
