Why is a hydrogen bond not formed in coumpounds having electronegativity less than 3.5 ASAP.

What do you mean. Electronegativity concerns elements, not compounds.
Moreover, fluorine with the hihest electronegativity form the strongest hydrogen bond known in HF

Ice has H-bonding. Can u give a solid that exhibit h-bonding part from ice??
