Can someone tell me if there are methods for chemically distinguishing cis-cyclopantane-1,2-diol and trans-cyclopantane-1,2-diol.

Adding to Dan's hint, I would like to give an extra hint. One of these reactions of glycols involves the formation of a ring.

I think I got it
by protecting cis one with acetone for formation of Acetonides

Acetonide protection would certainly work, yes.

The other reaction that springs to mind is oxidative cleavage with periodate.

It might be worth looking into borates, but I am not certain (just thinking out loud).
