I would start with a typical undergraduate textbook for Organic Chemistry, it may have the answers you need. If you feel you need to get your hand on the infamous "blue book", you will have to search a university library, it has long since become so complicated it is now out of print:
https://en.wikipedia.org/wiki/Nomenclature_of_Organic_Chemistry
Or y'know, you could just ask us the specific question. We like to help. However, for really complicated molecules, we just use software to determine them for us. But is that not "official" enough for you?
