well, Eq. 2.1.27 says what it is. the |a1 a2 a3 ...) means a product of one-electron functions (i.e. orbitals).
Eq. 2.1.28 then uses the antisymmetrizer. apparently the |a1 a2 a3> is then the antisymmetrized wavefunction, also known as Slater determinant.
I never seen this notation but I guess it makes some kind of sense.
