Can any one help me

I am working on minimum inhibitory concentration, I have a question that how can we calculate any concentration for antibiotic stock solution, if potency of that particular antibiotic is not given. I have Ciprofloxacin hydrochloride monohydrate (Himedia) with molecular weight 385.82 and with minimum assay 98%, however the potency is not given.

Can any one help me that how to make 1000mg/l stock solution of ciprofloxacin hydrochloride monohydrate ??
