Why does trans-1,2-dichloroethylene doesn't possess an improper rotation (S) as there are C2 and sigma h(Horizontal reflection)?

Where C2 and σh symmetry elements exist, their combination is equivalent to i (inversion through a centre of symmetry). S2 ≡ i.
