Waterborne Adhesive system

I'm in the process of developing a waterborne contact adhesive with instant high grab for polyurethene foams. Main components in the formula, was chloroprene polymer and comonomer with cellolose derivative as rhelogy modifyer and pH control through ammonia derivative glycine. But the problem I do have it takes too long to get into the required peel strength. Altering the application method I achieved certain level of strength by spraying IPA onto the adhesive topcoat. But again it didnt work once add IPA to the system as part of the formula. Any suggesstions ?
