I've seen books on the topic, but I haven't seen a curated list of "best of", or how one textbook is better than another.

Offhand, I am at a bit of a loss myself. At what level (high school, freshman/sophomore undergraduate, junior/senior undergraduate, graduate) were you looking?

There's different levels of synthetic biology? I thought the entire subject was at a graduate level. I guess introductory to advanced? I've found information like this on many other areas of chemistry, but none of synthetic biology.
