1-propanol has a significantly higher molar mass than water, so it has stronger van der Walls forces.  The size difference is probably big enough to conteract the higher strenght of hydrogen bonds in water.

Section 5. It is quite simple and just some basic rules to learn for different occasions, and it is perfectly valid for such a small data set too.
