I think you can start from aniline and methylate it with a Friedel Craft Alkylation (CH3Cl).

Then, I guess, you add an excess of fluorine and expose to light (this works with chlorine).

Just chinese factories produce this compound.
Try to start from p-aminobenzoic acid
