Graduate School + stipend, etc.

I have a question about what I can expect from  Graduate Admissions in the way of financial support.  I applied to four Ph.D. programs in synthetic organic chem and  was accepted by all four. They are all top-notch programs and three offered stipend and full tuition, however one program (and not the "best" ) said I would be responsible for 20% of the tuition.  I've never heard of such a thing!  Anyone willing to share your experience? Does this seem normal to anyone, or does it seem strange?

I'm at Berkeley and we do not have to pay any part of the tuition. I've never heard of science graduate students having to do that? Is it okay, if you let us know which school this is?
Most Common Suggestions I Make on the Forums.
1. Start by writing a balanced chemical equation.
2. Don't confuse thermodynamic stability with chemical reactivity.

I know there is no tuition fee requirement for PhD students (regardless of nationality) at the Ivy Leagues.

You gotta be kidding.. unless you opted to do a PhD in a top-notch UK university..

As far as I can tell, any chemistry grad school worth their salt will offer a full tuition waiver and a stipend.  Even schools that have no problems getting graduate students and who pay crappy stipends because of it (like Berkeley) don't make their students pay tuition.  Personally, I'd give that school the finger.
