In 47 years of being in and around process plants I've never noticed that heat exchangers are being placed near the periphery of these locations.
Heat exchangers that are notorious for their clean-out requirements are typically crude oil refinery units - and these exchangers are never found in the periphery - where storage tank's usually reside.
You make make the statement as if that is a known truth. My experience tells me the opposite. I've always found heat exchangers in locations where they are immediately needed for heat up or cool down.
