Does DNA replicate itself before transcription?
I don't remember learning it - so no
Replication preceeds mitosis and meiosis.
Note that google/wiki are good resources for questions like this.

I guess so because i thought DNA may relicate itself and use one of the 2 DNA to transcript and then degrade out, because it replicates itself at first, there is still a wholesome DNA.
doesn't DNA replicate itself first before transcription?

No, no, no, no, no, no!
Transcription could be summarized as a moment when RNA polymerase reads one STRAND of the ONE molecule of DOUBLE-STRANDED DNA and synthesizes (binding together nucleotides) a THIRD STRAND of RNA (which is immature or unprocessed and some call hnRNA), according to the sequence of nucleotides used as template DNA.
Briefly, DNA is replicated before meiosis or mitosis.
What kind of ape is your biology teacher?!
