Can I use magnetic flow meter which required minimum conductivity of 5 microcemens/cm for operation for the Ethanol which is ranging from  70 to 99.9 % v/v and from 30 oc to 130 oc temp.

The design sounds good, but one of the greatest aspects you need to check are seal and housing compatibilites. 

The best people to ask about ethanol compatibilities would be the manufacturer. They will have designed it according to certain specifications, and they should know the answer.  If they don't know the answer, I would look for a manufacturer who has designed it specifically for your application.
