Regarding determining the order of reaction

The following set of data was obtained by the method of initial rates for the reaction:

              (H3C)3 CBr + OH- ----> (H3C)3 COH + Br-

    What is the order of reaction with respect to ion, OH-?

    [(H3C)3 CBr] (M)    [OH-] (M)      Initial Rate (M/s)

          0.25                 0.25             1.1 * 10^-4
          0.50                 0.25             2.2 * 10^-4
          0.50                 0.50             2.2 * 10^-4

I am having trouble figuring out how to solve this problem.. I know that you need to find the rate law before you can determine the order of reaction...but I don't understand how to find the rate law when given data for a reaction.   Could someone please explain to me how to do this..I would appreciate it! Thanks!
