If I have a substance that contains 50% KCl and the other 50% of my substance has no materials that contribute Cl... then would I have 25% Cl?

Not necessarily, in fact, not likely.  Look at it this way, say you had 100% pure KCl, would it be 50% Cl and 50% K?

But it is a one to one molar ration between the K and Cl, what other factors would come into play?

Did you mean 50% K and 50% Cl by mass, or did you mean a 1:1 molar ratio?  Or do you believe the terms are equivalent?

Your statement would be true if the atomic mass of K would be equal to the atomic mass of Cl. Since this is not a case, the content of Cl is about 24 %.
